Overview

微信 (Weixin) and WeChat are two products under one interface. On its product page Tencent calls them "separate but interoperable sister services": Weixin serves mainland China, WeChat serves international users (Tencent). The difference is fundamental: the tools marketers come here for — Official Accounts, mini programs, video accounts, WeChat Pay — live first and foremost inside the mainland Weixin circuit, are governed by Chinese documentation and require Chinese registration.

The international version describes itself more briefly: "Connects with over 1 billion users. Provides chats, calls, and more" (wechat.com). The publisher in the app store adds that group chats hold up to 500 members and a group video call up to 15 people, and lists Official Accounts, mini programs, Moments, Weixin Pay and WeChat Out (App Store, publisher Tencent Technology (Shenzhen) Company Limited).

The ecosystem is laid out in separate documentation sections: 小程序 (mini programs), 小游戏 (mini games), 公众号 (official accounts), 服务号 (service accounts), 开放平台 (open platform), 企业微信 (WeCom), 微信支付 (WeChat Pay), 视频号 (video accounts), 微信小店 (shop) — this list sits in the top navigation of any page of the documentation.

Who's here

All the figures below belong to Tencent and were published by the company itself.

Tencent reports that the combined monthly audience of Weixin and WeChat as of 31 March 2026 was 1,432 million accounts — up 2% year on year (1,402 million as of 31 March 2025) and up 1% quarter on quarter (1,418 million as of 31 December 2025). This is the release of the first-quarter 2026 results, issued in Hong Kong on 13 May 2026 (Tencent announces 2026 first quarter results, PDF). The figure is combined: the company gives no separate breakdown between the two products or by country in the release.

Figures for individual parts of the ecosystem are published selectively:

  • mini program GMV — 8 trillion yuan for 2024, while Weixin Pay processes more than 1 billion commercial transactions a day on average starting from the fourth quarter of 2019 (Tencent);
  • the daily audience of mini programs passed 450 million at the end of 2021, and Weixin Search had more than 700 million MAU; this is a Tencent corporate article dated 7 January 2022 (source), meaning the data is more than four years old, and we found no fresher official values for these products;
  • total time spent in video accounts grew by more than 20% year on year in the first quarter of 2026 (Tencent report).

Languages. The international app is declared in 25 languages, including Russian, Ukrainian, Arabic, Hindi, Swahili and Tamil (App Store). The documentation is kept in Chinese with a machine English translation, and at the bottom of every English page there is a caveat: in case of discrepancy the Chinese version prevails (example).

Getting started

A personal account

The account is personal: giving it away, lending it, transferring it or otherwise granting access to another person is prohibited, while the account name and identifiers remain the property of the platform and may be reused after closure (Terms of Service, section 4).

Jurisdiction is determined by the country code of the phone number, not by place of residence: for the United Kingdom, the EEA and Switzerland the contracting party is Tencent International Services Europe BV, for other countries it is WeChat International Pte. Ltd. Mainland Chinese numbers (other than Taiwan, Hong Kong and Macau) are taken out of these terms altogether (same source). The practical conclusion: with a PRC number you end up in Weixin with Chinese rules, with any other number in international WeChat.

Registration is not allowed to anyone under 13 or under the age of majority in their jurisdiction — which of the two is stricter depends on the country (Acceptable Use Policy).

A publishing account

It is created not in the messenger but on 微信公众平台 (Weixin Gongzhong Pingtai, the "official accounts platform"). We opened its entrance: the page offers registration and sign-in by login or by QR code from the app (mp.weixin.qq.com). Beyond that the forms are behind authorisation, — the set of documents and the cost of verification cannot be learned from outside.

The documentation distinguishes two types:

  • 公众号 (gongzhonghao), formerly 订阅号 — an account "for media and individuals" as a new way of distributing information and building a relationship with the reader (introduction);
  • 服务号 (fuwuhao), a service account — it "gives enterprises and organisations more powerful business services and user management capabilities" (introduction).

The technical configuration of both has moved to 微信开发者平台, a single workspace where official and service accounts, mini programs, mini games, the shop and mobile applications are linked (same source). The entry point for integrations is the open platform at open.weixin.qq.com with resource, management and account centres and a service provider programme.

What you can publish

Official Account broadcasts

The strictest and most underestimated part of the rules. The documentation states outright: a 公众号 gets 1 broadcast a day, a 服务号 gets 4 broadcasts per calendar month. And it specifies separately that a user will in any case receive no more than 4 broadcasts a month: anything beyond that will not be delivered (mass broadcast documentation).

From the same page: the call rate for the broadcast interface is no more than 60 requests a minute; with API broadcast protection enabled, sending to all users requires an administrator's confirmation, and if they refuse or do not confirm within 30 minutes the broadcast does not happen; before sending, the platform checks the article against the originals database — if the author of the original has prohibited republication, the broadcast is impossible.

Mini programs

Tencent describes a mini program as an "innovative service running on the Weixin platform"; it opens by scanning a QR code or searching inside Weixin (Tencent). For a developer it is a "simple and efficient framework with a rich set of components and APIs" (documentation).

The sizes are fixed strictly: all subpackages together — no more than 30 MB (for mini programs developed by a service provider to order — no more than 20 MB), and an individual subpackage and the main package — no more than 2 MB each (the "分包加载" section). TabBar pages must be in the main package, and a subpackage cannot access the resources of another subpackage (packaging rules).

What is prohibited

The Acceptable Use Policy (last modified on 1 August 2023) lists goods whose circulation the platform may restrict or prohibit at its discretion: medicines and narcotic substances, firearm parts and ammunition, including files for 3D printing, trade in human organs and blood, alcohol and tobacco, cosmetic procedures and weight-loss products. The platform openly acknowledges the conflict: in different countries the same goods are regulated differently (Acceptable Use Policy).

How to grow

Advertising

Advertising is the ecosystem's main money flow. Tencent reports that revenue from the Marketing Services segment in the first quarter of 2026 was 38.2 billion yuan, up 20% year on year, and explains the growth by an upgrade of the ad recommendation model and the expansion of "closed-loop marketing capabilities" inside Weixin. The AIM+ automatic campaign management solution served about 30% of all advertiser ad spend (Q1 2026 report). The terms of service reserve the platform's right to show advertising and to use targeted delivery, while it promises to label such material "where reasonably practicable" — the label is not guaranteed (Terms of Service).

The algorithm and statistics

The platform does not describe the mechanics of ranking. The only public statement about changes is that in the first quarter of 2026 the company increased the number of parameters and refined the algorithms of the content recommendation model for video accounts (Tencent report). Tencent publishes no "ranking factors" whatsoever.

For official accounts there is a separate group of server-side statistics interfaces: the sections "数据统计接口介绍" and "广告数据分析接口说明" appear in the guide's contents (服务号 documentation).

Path to monetization

The international WeChat documentation describes no direct payouts to creators for views. Money moves through the ecosystem in another way.

Payments. For foreign organisations there is a separate English-language WeChat Pay Open Platform with Products, Application Guidelines and Support sections, declaring a "Brand-New WeChat Pay Global V3 API · A universal version for global institutions and merchants". The Chinese console (pay.weixin.qq.com) lists payment products, operational tools (红包 — "red packets", coupons, discounts), fund management and extensions. The acquiring rates are behind authorisation.

Mini shops. Tencent reports that GMV in 微信小店 (Mini Shops) in the first quarter of 2026 maintained rapid year-on-year growth, and names e-commerce technology service fees as one of the reasons for the 9% year-on-year revenue growth of the FinTech and Business Services segment, to 59.9 billion yuan (report).

In-app purchases. The international version sells the WeChat Out Top-Up Card from $0.99 to $14.99 and the internal WeBeans currency — from 42 for $0.99 to 9,086 for $199.99 (App Store). For users in the EU and the UK a refund is possible within 14 days and only for the unused part, while for a downloadable product it is not due at all once the download has begun (Terms of Service).

Tools and automation

The official API

The API is full-featured and split by product. For official accounts, receiving messages and events, passive replies, mass broadcasts, one-off subscriptions, menus, managing material and drafts, publishing, user management, customer service messages, statistics, cards and coupons, and web development with the JS-SDK are all documented (公众号 contents). Service accounts add template messages, subscription notifications and electronic invoices 微信电子发票 (服务号 contents).

The quotas are published item by item. For a new account the daily limits are: obtaining an access_token — 2,000; creating a menu — 1,000; the advanced broadcast interface — 100; uploading article material — 10; retrieving the follower list — 500; basic user information — 5,000,000; customer service messages — 500,000; the publishing interface — 100; deleting a publication — 10. Exceeding them returns the error 45009 api freq out of limit (call limits).

From the same page come two facts that matter to agencies: resetting the counter is available 10 times a month per account, and a third-party developer calling the interfaces on a client's behalf spends the client's own quota. Some limits rise on passing the marks of 100,000, 1 million and 10 million followers — for the specific values the platform suggests looking in the console.

WeCom (企业微信)

A separate corporate product connected to the messenger. Its site declares: customer groups — up to 500 people, internal group chats — up to 2,000 people; on registration you get 1,000 free minutes of corporate telephony; the interface supports 11 languages, subtitles and meeting transcription 17 languages, and work outside China is served by 16 acceleration points. The product is named the first office product in China to pass a SOC2 Type2 audit. At the bottom of the page it says "与 1400万 企业与组织共创连接的价值" — about working together with 14 million enterprises and organisations (work.weixin.qq.com). The open capabilities include corporate identity verification, a channel for receiving and sending messages, managing customer contacts and embedding corporate systems as applications and mini programs (same source).

Third-party services

We have no verified list of third-party schedulers with confirmed support for Weixin Official Accounts: not one of the vendors whose documentation we opened declares such support. The model the platform itself recognises is a different one: a service provider (服务商) obtains rights through the open platform and works within the client account's quotas.

Limits and rules

Law and courts. The terms are governed by the law of Singapore; disputes are settled by binding arbitration at the Singapore International Arbitration Centre, with a single arbitrator and in English (Terms of Service). But country-specific addenda override the general rules where they differ: for EU consumers binding arbitration does not apply and disputes go to court, while for US users the governing law section is replaced entirely by an arbitration agreement with a class action waiver (same source).

Content licence. For uploaded content the platform receives a perpetual, non-exclusive, transferable, sublicensable and royalty-free worldwide licence — to copy, store, modify, translate, distribute and publish it by any means, including ones not yet invented. Ownership of the content stays with the author (same source).

Grounds for closing an account are listed broadly: maintenance, changes to the service, suspected breach of the terms, risk to the platform or to other users, harm to its reputation, prolonged non-use and — to the extent permitted by law — any other reason at its own discretion (same source).

Measures for breaching the Acceptable Use Policy escalate: a warning, hiding or deleting material, a warning notice to recipients, restricting individual functions, suspending or closing the account, and, on reasonable suspicion of a crime, cooperation with law enforcement (Acceptable Use Policy).

Who it's for

The platform suits you if your customer is in mainland China and you are ready to work inside the Chinese circuit: registering a 公众号 or a 服务号 with Chinese verification, building a mini program as your storefront and taking money through Weixin Pay. The logic here is not "post content" but "build a service": you are limited to one broadcast a day or four a month (documentation), and growth comes through mini programs, search, advertising and video accounts.

It suits you partly if you work with the Chinese diaspora outside the PRC: international WeChat is a messenger with 25 interface languages (App Store), but the publishing and commerce part of the ecosystem is tied to it more loosely.

It does not suit you if you are looking for a fast reach channel without a legal entity and verification, or if you need the freedom to publish often.
