Overview
네이버 TV (Naver TV, "Neibeo ti-vi") is the video service of the South Korean portal Naver. The operator is NAVER Corp.: the copyright notice sits in the footer of the home page, and the legal documents are placed on Naver's general policy portal.
The service is built as a hybrid: half the storefront consists of broadcasters' channels. In the navigation of the home page, a separate block «방송관» (the broadcast hall) holds KBS, MBC, SBS, JTBC, TV조선, MBN and CHANNEL A, and next to it are the sections «드라마» (drama series), «예능» (entertainment shows), «스포츠», «뉴스», the TOP 100 ranking and the «급상승» feed (rising in popularity).
The main change of recent years is that it has opened up to everyone. A channel used to be started by application; now the first channel is created without approval: since 29 August 2024 the approval procedure has been removed and replaced by real-name verification (실명인증), and after creation the channel appears straight away. The service writes about this on the home page: «이제 누구나 네이버TV에 영상을 올릴 수 있어요!» — now anyone can upload video.
A difference that matters for planning: income here does not arrive with the first view. Advertising is switched on only after a threshold, and Korean reporting and tax formalities are built into the payout process.
Who's here
Naver TV publishes no audience figures of its own on the pages we checked: neither the home page nor the help centre gives metrics for traffic, reach or the number of channels. We found no breakdown by age, gender or country either.
The platform's language is Korean. The markup of the home page is served in Korean, the help interface switches only between Korean and English, and the whole catalogue is Korean television and web content.
Geography follows from the way payouts are built: registering payment details requires a Korean taxpayer number or a citizen registration number or a foreigner number, a Korean bank account and Korean tax documents. That is, earning on the platform is designed for residents of the Republic of Korea.
Getting started
An account and a first channel. You need a Naver account: the creator dashboard creator.tv.naver.com redirects straight to a login form. After that, since 29 August 2024 no approval application is needed, but real-name verification is required; the channel is created instantly and video can be uploaded straight away. A channel can also be started from the mobile app — with the «plus» button on the home screen. For organizational accounts (단체아이디) name verification is not required. One irreversible decision: the channel identifier cannot be changed after creation.
The dashboard. The work is done in Creator Studio. The help section explains that on 18 February 2024 version 2.0 became the official one, while the old 1.0 kept only statistics, live broadcasts and copyright protection; channel management, income and the new analytics are in 2.0.
What you can publish
Naver TV accepts two different formats, and their requirements differ.
Long video (동영상). Uploaded through Creator Studio with the «+만들기» button. You can choose ordinary video or 360VR and upload several files at once. The limits are named outright: up to 8 GB or up to 7 hours per file.
Clips (vertical videos). Also uploaded from Creator Studio. The restrictions are stricter: a clip's maximum length is 3 minutes and the file size up to 8 GB. The platform recommends a vertical 9:16 or 3:4, noting that with 3:4 the frame is cropped at the sides, and that horizontal video, in its words, conveys content less well. Bulk uploading is supported.
What is prohibited. There is a separate document — Naver TV's operating policy; the help note about its amendment gives the structure: section I — unsuitable content, section III — running a channel, section IV — restrictions for content providers. The measures are named there too: hiding content from all Naver services and temporarily or permanently closing a channel in the event of multiple violations.
How to grow
Naver TV publishes no description of its recommendation algorithm. What can be seen from the interface is the storefronts you can land in: the TOP 100, «급상승» (rising in popularity), selections of popular clips and channel rankings by section. The analytics live in Creator Studio in the «분석» (analysis) section; that is where the help section sends you for accumulated watch time: «Creator Studio > 분석 > 콘텐츠 > 동영상».
Live broadcasting is a separate lever, but it unlocks at a threshold. The right to broadcast is given to channels with 300 or more subscribers and total watch time of 300 hours or more, after a check of whether the content is suitable for broadcast. After that the owner accepts the broadcasting terms. The broadcast restrictions are named as well: a single broadcast no longer than 6 hours, no more than two a day per channel, including rehearsals; 1080p at 60 frames per second is supported, but with a large number of requests the quality may be reduced. There is no advertising dashboard of its own for promoting a channel on the pages we checked.
Path to monetization
The main route is a share of the advertising that plays before and in the middle of a video.
The threshold for switching advertising on
The conditions are named with numbers and must all be met at once. The help section requires:
- total watch time of the channel's videos greater than 18,000 minutes — counted cumulatively from 1 February 2016 to the present moment;
- more than 300 channel subscribers;
- the owner's acceptance of the video advertising partnership terms — in Creator Studio, on the channel group administrator page.
Until the conditions are met the channel simply does not appear in the advertising settings list. Even after they are met, switching on is not instant: the channel is additionally reviewed for its state, its content and its compliance with the policy, and more than 7 working days may pass before it is actually switched on. It is stipulated separately that where watch time or subscriber numbers are grown unnaturally, advertising is not switched on even when the conditions are formally met.
How much is paid
The platform does not name an exact rate and explains why. The help note on calculating income lists the factors: the type of advertising (CPM — payment per impression, CPV — per view), the placement price, which changes monthly, and three quantities that affect the partner's income — the price, the share of advertising sold and the distribution coefficient; the share of advertising sold has the strongest effect. The main formats are pre-roll and mid-roll advertising rather than banners; so a video may be viewed without an advertisement being shown in it. Two important restrictions from the same place: no advertising is shown in videos shorter than one minute, and the clip incentive programme ran only during the beta period and ended at the end of June 2025.
When and how the money arrives
The calendar is strict and described by the day. The help section: a month's income is visible in Creator Studio from the 16th of the following month, the application window is open from the 16th to the 26th, and the money arrives on the 6th of the month following the application; if the 6th is not a working day, the payout is moved to the nearest working day. If you do not apply, the sum is carried over to the next period.
The payout threshold was removed after the clip beta programme closed: an application can be submitted even for a sum smaller than 50,000 won. The application is submitted strictly for the size of the «sum available for payout» — if it differs, it will be rejected.
Payment details are registered in advance and with documents. The help section lists the mandatory fields: the partner's name or the person's full name, a taxpayer number or a citizen or foreigner registration number, the head's name, an address, an account number, the account holder's name and the contacts of the person responsible for settlements. The payee type is an individual, a sole trader or a legal entity. The set of documents depends on the type: for a legal entity — a registration certificate, a seal certificate, a copy of the bank book and an account statement; for a sole trader — a certificate and a copy of the book; for an individual — a copy of the book. Files are accepted in JPG or PNG up to 10 MB. Payment details cannot be changed partially — only registered afresh in full.
One more way of earning is closed: donations worked in beta mode and ended on 28 November 2025, with unpaid sums claimable within five years of the closing date.
Tools and automation
Naver TV describes no official public API for uploading video and exporting statistics on the pages we checked. All operations — uploading, multiple uploading, playlists, thumbnails, default settings, managing comments and clips — are performed in Creator Studio; their list is visible in the table of contents of the help centre. Broadcasts use an external encoder: Creator Studio issues a URL and a stream key, and a private rehearsal is available before going live. The platform gives multi-channel teams roles: the owner and the channel group administrator manage rights, advertising and consents on a separate administrator page.
Limits and rules
Advertising being switched off. The reasons are listed in a separate help note and fall into three groups. The first — the channel or the video is unsuitable for advertising; the platform does not disclose the full criteria, but names typical cases: not filmed by the author, poor image quality (480p or better is needed), video made only of images, music or text, repetitive videos of the same kind, unlawful or cruel content without broadcast vetting, harm to a brand's image, extraneous commercial information, and also a channel whose videos are themselves close to being advertising. The second — anomalous views: deliberate repeated playbacks and click inflation. The third — low advertising effectiveness, when impressions fall on too narrow a circle of viewers. The return of advertising is not discussed case by case, but a channel with no issues can get it back automatically.
Legal. The user agreement, the privacy policy and the liability disclaimer are placed on Naver's policy portal — the links sit in the footer of the home page.
Minors. The settlement procedure for them is separate: the operating policy amendment of 19 December 2023 replaced the former «a copy of the guardian's ID» with the legal representative's consent together with copies of the author's and the representative's IDs.
Who it's for
It suits you if your audience is Korea, and especially if you work with long horizontal video: 7 hours and 8 GB per file is a generous limit, and sitting next to broadcasters' channels gives the service a «television» context. It suits legal entities and agencies: the owner and channel group administrator roles and a clear, if bureaucratic, settlement circuit are built for teams. It suits those already inside the Naver ecosystem: you sign in with an existing account and a channel is started in minutes.
It does not suit you without Korean payment details: without name verification, a Korean account and tax documents you will not get as far as a payout. It does not suit fast monetization: you have to reach the watch time and subscriber thresholds before the first payout, and videos shorter than a minute show no advertising at all. It does not suit programmatic work: there is no official API for publishing.
