Overview
RUTUBE is a Russian video hosting service with its own player, search and recommendation systems. The operator is Ruform LLC (INN 7714886605, OGRN 1127747031840), registered in Moscow; the platform publishes its details on the company page. Besides the site, the line-up includes RUTUBE Studio for creators, apps for Smart TV and set-top boxes, and a children's section; the same page states that the RUTUBE 2.0 video player is entered in the register of domestic software (record No. 17983 of 13.06.2023), and that the mobile app is on the list of pre-installed programs.
For a creator this is a classic video host: a channel, clips, broadcasts, short vertical videos, donations and advertising monetization. Two differences shape day-to-day practice. The first is that registration requires a Russian phone number. The second is that every video goes through moderation before publication, so instant publishing simply does not exist here.
Who's here
RUTUBE publishes no numerical audience metrics — monthly or daily — on its public pages: no MAU, no DAU, no creator count. Any audience figures for RUTUBE you come across in articles are not taken from the platform's site.
The platform does speak about geography on the company page: the service is used in more than 170 countries, by a predominantly Russian-speaking audience; the main markets named there are Russia, Belarus, Kazakhstan, Ukraine, Uzbekistan, Kyrgyzstan and Moldova, and further afield Germany, the USA, France, Japan, the Czech Republic, Latvia, the United Kingdom and Canada. This is the platform's statement about itself; the method for counting countries is not disclosed.
The interface language of the front page is Russian, and no alternative language versions are declared in its markup. In substance the catalogue is built around Russian-language content: feature films, series, cartoons, TV shows, esports, educational material, podcasts and live broadcasts of TV channels.
Getting started
Registration
The key restriction at the door: registration requires a Russian phone number. Without one you cannot create a creator account, and the platform offers no way around the requirement. You do not need to create a channel separately — the same page says it is created automatically at registration, and a user becomes a creator when the first video is uploaded.
On age there is a discrepancy between two official documents. The user agreement says that viewing without authorisation is available from 14, while registration is only from 18. The monetization page, meanwhile, names 14 as the threshold for joining the programme (monetization terms). Both sources are official; the discrepancy needs to be clarified with the platform's support.
First steps in the Studio
The creator's workplace is RUTUBE Studio. The platform describes the start like this: register and go to the Studio, where the channel will be created automatically; set the name, description and cover; upload video with the "+" button, up to 5 files at once, horizontal or short vertical ones. The same page announces archive migration from YouTube — via a button on the Studio home page, on the upload page or in the channel settings; for volumes above 2,000 clips it suggests writing to support.
The design requirements are specific: the channel cover is.jpeg format, at least 2204 × 826 pixels, with a file no larger than 10 MB. The same page recommends making the video cover a JPEG with a 16:9 ratio; the questions and answers section gives a reference of 1920 × 1080 pixels.
Training materials are hosted on an external platform — the RUTUBE Bloggers Academy built on Skillspace. Support is advertised as round the clock: chat in the Studio and the address support@rutube.ru (the creators page).
What you can publish
Technical limits for clips
The platform publishes its limits openly, which is not always the case with video hosts. According to the questions and answers section:
- file size — no more than 25 GB;
- duration — up to 5 hours (300 minutes);
- resolution — up to 3840 × 2160 pixels, 16:9 ratio;
- video codec — bitrate above 3600 kbps, up to 60 fps;
- audio — MPEG-2 AAC-LC Stereo, 128 kbps, 44,100 Hz;
- containers and codecs: MP4, AVI, WMV, MOV, FLV, MPEG-1, MPEG-2, MPEG-4, MPG, MPEGPS, 3GPP, WebM, DNxHR, ProRes, CineForm, HEVC (H.265).
For broadcasts the requirements are separate and noticeably stricter: HD/FullHD/2K/4K quality, H.264 video codec only, up to 30 fps, video bitrate of 4–6 Mbit/s, keyframe interval of 1 when working through OBS Studio.
Moderation before publication
Everything is checked: video material, the audio track, live broadcasts and comments — together with the title, the description and the age rating. The platform names 20 minutes as the usual time and up to 24 hours as the maximum, and suggests contacting support if that is exceeded. Both automation and live moderators do the checking.
What is forbidden
The user agreement names advertising of tobacco and nicotine-containing products, copyright infringement, insults to honour and dignity, and unapproved advertising in users' material. The moderation section expands the list of grounds for refusal: copyright infringement (films, series, music), sexual and explicit content, threats and harassment, cruelty to animals, fraud and spam, hacking instructions, impersonation, duplicate posts, surveillance camera recordings. A first violation is described there as removal of the material, repeat ones as a channel block.
Use of someone else's material is described separately: only your own content, stock material and material from paid video editors with a commercial licence may be monetized; quotation is permitted where the original was lawfully published, the author and source are credited, and the volume is justified by the purpose. The platform promises to review rights complaints within 24 hours, "sometimes longer".
How to grow
What the platform itself says about the algorithm
RUTUBE is obliged to disclose how its recommendations work, and it does. The rules on the use of recommendation technologies name two types of data: user actions (the "like" mark, "share", subscription, comments) and content metadata (description, title, category). The list, in the document's own wording, runs from more influential data to less influential — that is, the platform ranks viewer behaviour above metadata. The same document states that recommendations are built by three systems: Yandex Cloud (searches and viewing history), Predicto LLC (viewing history and viewing time) and RUTUBE's internal system (viewing history and video metrics). A separate help page gives a definition of recommendation technologies themselves and refers to that document.
Creator levels
The platform has a formal ladder of levels — from 720p to 4K. The privilege is the same at every step, only the volume grows: videos are additionally shown on the front page, in the "For you" section and on the video pages of the target audience, and the higher the level, the more such impressions there are. Of the numerical thresholds only the top one is disclosed: a personal manager comes with the 4K level, which requires views from 2,000,000, viewing time from 50,000 hours and viewing depth from 25%, all at once. The thresholds for 720p, 1080p and 2K are not given.
The same page settles the frequent questions: the level is counted separately for each channel and does not carry over; Shorts do not count — only horizontal content is taken into account; switching off monetization does not affect the level; demotion when metrics fall happens automatically and cannot be challenged; a level cannot be bought; each next level keeps the privileges of the previous ones.
What the platform itself recommends
The advice on presentation comes down to working with metadata: the title should convey the essence and contain search words, hashtags go at the end of the description, timecodes with captions help navigation, the category should be the closest to the topic, and two videos are worth pinning on the channel's home page — one for new viewers, the other for subscribers. The same page recommends a regular publishing schedule and an automatic signature for videos in the channel settings.
Path to monetization
Advertising monetization
The thresholds for joining are published outright: a minimum of 2 videos with "For everyone" access and 20,000 views cumulatively since 1 January 2021. Then the main restriction begins: only residents of the Russian Federation aged 14 and over with the status of self-employed, sole trader or legal entity can join — for an individual without a tax status, monetization is unavailable. The platform reviews an application within 30 days, and a repeat one within 30 calendar days.
Payouts: the minimum sum is 3,000 ₽ for sole traders and legal entities, with transfer to a bank account a month after the balance is displayed; for the self-employed, through the "Wallet". The reward is not tied directly to views: by the platform's description it is calculated by the formula in clause 3.1 of the Offer and depends on the number of video stream pauses (that is, advertising impressions), the creator's popularity and advertiser bids. Advertising cannot be switched off on a monetized channel.
The user agreement supplies the context: as a general rule creators receive no remuneration, the exception being "Partner" status under a separate agreement. Monetization here is not a default property of the platform but a separate programme with an application and a check.
Donations
The second revenue channel is built-in donations. By the platform's description the creator sets up a wallet in the Studio's donations section, after which a "Support" button appears under videos, under broadcasts and on the channel page. The terms:
- the payment partner's commission is 10% of every donation;
- withdrawal: a minimum of 51 ₽, a maximum of 60,000 ₽ per transaction, 200,000 ₽ per month;
- withdrawing a sum below 3,000 ₽ to a card carries an extra 50 ₽ commission;
- withdrawal methods are a bank card or a phone balance (MTS, Beeline, MegaFon, Tele2), processing usually takes around a minute, up to one working day;
- the wallet requires identity confirmation through Gosuslugi; an application is processed in anything from a few seconds to 10 days.
The platform treats donations as monetary gifts not subject to personal income tax — including for creators with monetization switched on. External donation services are permitted: the link can be given in the "Other ways to support creators" field, but the service must be available to Russian users and comply with Russian law.
A third route: Yandex's affiliate programme
Separately from the platform there is "YAN for bloggers" — a Yandex programme that names Rutube among the supported platforms alongside VKontakte, Telegram, MAX, YouTube and Dzen. The terms according to this source: from 1,000 channel subscribers, residents of the Russian Federation only, with the status of a legal entity, sole trader or self-employed; earning is arranged as the placement of links to goods and shops with payment for target actions, plus a referral programme. The same source states that channels with 10 thousand subscribers or more must be registered in the Roskomnadzor register in order to distribute advertising — a requirement in force since 1 January 2025.
Tools and automation
Official programmatic access
The platform has no public API for uploading video and managing a channel: we found no open developer documentation. What does exist: the ShowcaseTutorial repository in the official rutube organisation on GitHub describes a "showcase API" — reading the structure of collections through https://rutube.ru/api/feeds/{slug} and video lists through the addresses in the resources field, in JSON, JSONP and XML formats. This is a read interface addressed to partners, not a publishing tool.
The state of the remaining repositories speaks for itself: in the rutube organisation on GitHub php-api-client and RutubePlayerJSAPI are marked as archived and have not been updated since 2016 and 2018 respectively, and ShowcaseTutorial itself since June 2016. Planning an integration on this material is inadvisable.
Third-party services
Of the schedulers we checked, SmmBox states support for RUTUBE outright in its platform list: RuTube is among the 14 scheduling platforms listed there. SMMplanner and Onlypult do not list RUTUBE among their supported platforms; Popsters does not have it in its list of networks for analytics.
One remark matters more than any list of integrations: pre-moderation makes scheduled publishing conditional. Even if a service has queued a clip for an exact time, the check takes from 20 minutes to 24 hours, and the moment the video appears is determined by that check, not by the scheduler.
Limits and rules
The country restriction here is twofold. At the door — a Russian phone number for registration. At the exit — Russian residency and a tax status for monetization. Together this means the platform is practically closed to a non-resident creator: watching is possible, running a channel and receiving money is not.
The legal framework is set by the user agreement — the longest terms document in our register (around 117 thousand characters) and at the same time a single one for everybody: it has no sections by jurisdiction. A clause that matters to a creator: the administration may delete content and refuse publication "without giving reasons". A channel level demotion cannot be challenged either — the level is determined automatically.
For viewers there is a safe mode: it hides videos with obscene language, scenes of violence and depictions of drug use, excludes 18+ content, switches off comments, works without signing in to a profile and is so far available only on the site and in the Smart TV apps.
Who it's for
RUTUBE makes sense if you work with a Russian-speaking audience in Russia and neighbouring countries, have a Russian phone number and are prepared for every clip to go out with a delay. For creators with a formalised tax status (self-employment, sole trader, legal entity) the platform offers a rare thing — published monetization thresholds against which you can work out in advance whether you qualify.
The platform is a poor fit if you work from abroad without a Russian number and tax residency: both the entrance and the money are closed. Nor does it work as a main channel where publication at a specific minute is required — premieres, breaking news, reactions to events: pre-moderation of up to 24 hours breaks such a schedule. Short vertical videos can be published, but they are not counted towards creator levels — the "I'll grow on Shorts alone" strategy does not work here.

Account and access
You can register only with a Russian phone number — verbatim: «Для регистрации необходим российский номер телефона» (our translation: a Russian phone number is required for registration). Until the phone number is confirmed, starting livestreams is closed. When uploading video the platform may require you to confirm your email: the FAQ has the question «Не получается загрузить видеоролик — появляется окно с просьбой подтвердить e-mail, но я его уже подтвердил» (our translation: I cannot upload a video — a window appears asking me to confirm my email, but I have already confirmed it).
